<dc:description><p>China’s rapidly expanding aquatic-product imports raise an important economic question: how fully do established supplier relationships realize the trade capacity supported by market scale, production capacity, and institutional conditions? Using a balanced panel of 16 major suppliers over 2013–2022, this study estimates a true random-effects stochastic frontier gravity model that separates persistent supplier heterogeneity from time-varying trade inefficiency. The results identify two distinct margins. China’s fishery-sector scale and supplier total aquatic-animal production expand the conditional import frontier, while stronger China-side logistics-service competence and broader supplier external FTA networks are associated with lower trade inefficiency and stronger frontier realization. The FTA-network relationship remains particularly consistent across alternative time controls, LPI annualization, supplier economic and governance controls, and broader PPML samples. Mean JLMS trade efficiency rises from 58.00% in 2013 to 89.21% in 2022. In 2022, observed imports of USD 18.41 billion correspond to a conditional frontier of approximately USD 20.65 billion, leaving a USD 2.24 billion conditional gap concentrated in a small number of large-frontier relationships. An efficiency–frontier matrix further distinguishes core high-realization suppliers, large-frontier relationships with greater room for realization, and efficient smaller suppliers that contribute diversification. These findings show that trade-capacity formation and trade-capacity realization are complementary dimensions of resilient aquatic-food supply chains.</p></dc:description>
