The central methodological objective is therefore not to demonstrate in advance that contemporary European research governance constitutes a form of feudalism, but to determine whether observable patterns of resource concentration, institutional dependence, priority alignment, standardisation, and academic diversity can meaningfully be compared with selected structural characteristics historically associated with feudal systems.&lt;/p&gt;&lt;p dir="ltr"&gt;The protocol separates observation from interpretation. During the initial &lt;b&gt;OBSERVE&lt;/b&gt; phase, researchers are required to record primary documents, funding data, institutional information, dates, source locations, relevant passages, and provenance information without assigning conclusions such as “feudal,” “coercive,” “censored,” or “suppressed.” Analytical interpretations are introduced only after the underlying evidence has been recorded and subjected to verification and comparison.&lt;/p&gt;&lt;p dir="ltr"&gt;The initial observation chain follows the relationship:&lt;/p&gt;&lt;p dir="ltr"&gt;&lt;b&gt;STRATEGIC PLAN → WORK PROGRAMME → CALL TOPIC → SELECTION CRITERIA → FUNDED PROJECTS → INSTITUTIONAL PARTICIPATION → RESEARCH OUTPUTS&lt;/b&gt;&lt;/p&gt;&lt;p dir="ltr"&gt;The protocol introduces an Observation Record (OR) data model, a priority-alignment coding system, funding-dependency measures, negative-case controls, provenance requirements, and a falsification-oriented self-audit procedure.&lt;/p&gt;&lt;p dir="ltr"&gt;The first research question is:&lt;/p&gt;&lt;p dir="ltr"&gt;&lt;b&gt;How are the strategic priorities of Horizon Europe 2025–2027 reflected in the design of selected Work Programme calls and in the resulting portfolio of funded projects?&lt;/b&gt;&lt;/p&gt;&lt;p dir="ltr"&gt;The protocol is designed to support longitudinal comparison, independent verification, reproducibility, and open research. It does not presume the outcome of the investigation.&lt;/p&gt;</dc:description>
