<dc:title>Enhancing Vertical and Horizontal Integration of Sustainable Development in Higher Education: Governance and Stakeholder Perspectives</dc:title>

<dc:description><p dir="ltr">Higher education institutions are vital catalysts for sustainable development through teaching, research, operations and engagement. However, integrating sustainability is hindered by conceptual ambiguity, disciplinary silos and weak institutional support. Effective progress requires whole-institution strategies, appropriate governance, and capacity building. Stakeholder networks play a crucial role in driving change, yet their contributions are frequently overlooked. Therefore, the aim of this analytical commentary is to provide insights into environmental management through linking policy integration, stakeholder networks, and organisational learning to achieve more systemic and lasting contributions from higher education institutions for sustainable development. By integrating insights from these aspects, the Framework advances a hybrid governance–organisational learning explanation of sustainability institutionalisation in higher education. The thesis makes an original empirical contribution through the emergence of the <b>Vertical–Horizontal Sustainability Integration Framework</b>. The Framework explains how sustainability becomes embedded in higher education through the interaction of vertically coherent policy architectures, horizontally active stakeholder networks and pedagogical enactment through curriculum as organisational learning. Where these mechanisms align, sustainability becomes more embedded; where they do not, fragmentation persists. Chapter one provides a brief introduction to the analytical commentary. Chapter two provides a rationale for the research undertaken. It discusses how higher education institutions are key agents in advancing sustainable development, yet their efforts remain fragmented. A more integrated, network-based approach is needed to enable systemic transformation and strengthen higher education’s catalytic role in sustainability. The chapter leads to the overarching aim (mentioned above) of this analytical commentary, as well as the aims and the research questions of each individual paper.</p><p dir="ltr">Chapter three presents the methodology and indication of future direction of research. Through document, social network and curriculum analysis, the four publications expose the structural dynamics of sustainability governance across international, national, and institutional levels. The chapter concludes that reflexive awareness informs the need for further methodological pluralism to deepen understanding regarding sustainability policies’ development and enactment. Chapter four provides the four publications that are the focus of this analytical commentary. PDF versions of each publication are provided in the same format as in the publishers’ websites. Chapter five discusses the contribution of the four publications to the field of knowledge. Collectively, the four papers deepen understanding of vertical and horizontal integration of sustainable development, framed through environmental management governance. By examining multi-level stakeholder networks and policy dynamics from international to organisational scales, the study advances theoretical and practical insights while identifying the need for further research to strengthen these integrative approaches. Chapter 6 synthesises the findings from the analytical commentary and four peer-reviewed publications, demonstrating how the research collectively advances understanding of sustainability institutionalisation in higher education. It concludes by presenting the Vertical–Horizontal Sustainability Integration Framework as the thesis's original empirical contribution, explaining how policy integration, stakeholder networks and organisational learning interact to embed sustainability within higher education institutions, while identifying limitations and directions for future research.</p></dc:description>
