          <dc:description>&lt;p dir="ltr"&gt;&lt;b&gt;INSTITUTIONAL RESPONSE CORPUS&lt;/b&gt; is a longitudinal research corpus documenting more than 70 institutional contacts across research infrastructures, open science platforms, AI governance and accountability organizations, standards bodies, public institutions, academic research groups, and civil-society organizations.&lt;/p&gt;&lt;p dir="ltr"&gt;The corpus records institutional outreach across Waves 1–10 and preserves the subsequent evidence states of each contact, including &lt;b&gt;NOTIFY, ACKNOWLEDGE, UNDER REVIEW, MODERATION PENDING, SUBSTANTIVE RESPONSE PENDING, RESPOND, and NO RESPONSE&lt;/b&gt; where applicable.&lt;/p&gt;&lt;p dir="ltr"&gt;A central methodological principle is:&lt;/p&gt;&lt;p dir="ltr"&gt;&lt;b&gt;ACKNOWLEDGE ≠ RESPOND&lt;/b&gt;&lt;/p&gt;&lt;p dir="ltr"&gt;An automated receipt, ticket confirmation, or acknowledgement is therefore not treated as a substantive institutional response. Pending and unresolved cases are deliberately preserved rather than interpreted as acceptance, rejection, or agreement.&lt;/p&gt;&lt;p dir="ltr"&gt;The corpus connects three complementary layers:&lt;/p&gt;&lt;ol&gt;&lt;li&gt;&lt;b&gt;OUTREACH CORPUS&lt;/b&gt; — who was contacted;&lt;/li&gt;&lt;li&gt;&lt;b&gt;INSTITUTIONAL RESPONSE CORPUS&lt;/b&gt; — what institutional action or response was recorded;&lt;/li&gt;&lt;li&gt;&lt;b&gt;PROVENANCE / PUBLICATION CORPUS&lt;/b&gt; — how each observation is connected to persistent research records, identifiers, and subsequent versions.&lt;/li&gt;&lt;/ol&gt;&lt;p dir="ltr"&gt;The dataset is designed as a &lt;b&gt;versioned longitudinal observation record&lt;/b&gt;, preserving both positive and negative outcomes, including incomplete interactions, pending reviews, unanswered communications, and cases where causality or institutional impact cannot be established.&lt;/p&gt;&lt;p dir="ltr"&gt;The underlying research sequence is:&lt;/p&gt;&lt;p dir="ltr"&gt;&lt;b&gt;OBSERVE → RECORD → PUBLISH → NOTIFY → ACKNOWLEDGE → RESPOND → COMPARE → VERIFY → LEARN&lt;/b&gt;&lt;/p&gt;&lt;p dir="ltr"&gt;The purpose of this publication is to provide a persistent, auditable, and reproducible research record of institutional outreach and response states.
