<dc:description>
This dataset contains longitudinal information on public works in Peru, prepared for the analysis of time to project suspension using survival-analysis methods. The database follows public works from 2019 to 2026 and is structured to model project suspension as the event of interest, project completion as a competing event, and ongoing works as censored observations.

The main cohort includes 36,642 public works, of which 1,296 experienced suspension, 14,474 were completed, and 20,872 remained censored at the study cutoff. The database includes entry and exit dates, time-at-risk variables, event indicators, project characteristics, investment costs, institutional and territorial variables, and data-quality controls.

The dataset also includes analytical structures for delayed entry and time-varying covariates. A separate annual panel contains lagged budget execution variables, including PIM, accrued expenditure, and execution rates, constructed to avoid information leakage. Additional analytical subsets are provided for works with available programmed duration and for robustness analyses.

Data-cleaning procedures include the identification of implausible cost ratios, inconsistent dates, missing or extreme beneficiary counts, unavailable planned durations, and variables that may only be observed after project execution begins. Original variables are preserved alongside cleaned or transformed versions.

The dataset was constructed from official Peruvian public investment and public works information and is intended to support reproducible research using Cox proportional hazards models, survival forests, gradient-boosting survival models, competing-risk methods, and explainable machine-learning techniques.
</dc:description>
