<dc:description>
This dataset supports the article "Predicting supplier sanction risk in public procurement with XGBoost-SHAP and forward temporal validation". It contains a supplier-year panel of 210,434 observations covering every supplier that won at least one award (buena pro) in Peruvian public procurement between 2018 and 2025, including members of winning consortia.

Unit of analysis: supplier (RUC) by year t.

Target variables: whether the supplier starts a sanction imposed by the Public Procurement Tribunal in year t+1, reported separately as debarment (inhabilitación), fine (multa) and either sanction. The base rate ranges from 1.3% to 3.1% per year.

Predictors: only information dated on or before 31 December of year t, to prevent data leakage. They include award counts and amounts; the discount relative to the reference value; dependence on a single contracting entity (HHI); the share of direct contracting, emergency contracting, reverse auctions and other procedure types; the object of contract; consortium participation; award history since 2018; prior debarments and fines; and contractual penalties. Consortium awards are split equally among members, because participation shares are not published.

Sanction history reconstruction: the current public sanctions registry removes sanctions that expired more than four years earlier, which would substantially undercount past sanctions (for example, 420 instead of 1,681 debarments starting in 2019). The full history was reconstructed by merging 36 archived versions of the debarment file and 31 of the fines file published by the regulator, yielding 16,635 debarments and 6,564 fines.

Files: the ZIP contains one Excel workbook with five sheets: Panel_proveedor_anio (data, 53 variables), Sanciones_OECE (reconstructed sanction registry), Diccionario (variable definitions, role and time of availability), Resumen_por_anio (annual counts and sanction rates) and Fuentes (source URLs).

Notes: labels for t = 2025 cover sanctions starting up to 26 September 2026 only (flag VENTANA_ETIQUETA_COMPLETA = 0). Supplier names are omitted from the panel sheet; the RUC is the identifier.

Source: Peru's Public Procurement Agency (OECE, formerly OSCE) open data: CONOSCE award and consortium files 2018–2025, sanctioned suppliers registries (debarments and fines) and contractual penalties. Downloaded on 29 September 2026. Variable names and category labels are in Spanish.
</dc:description>
