AAAP Protocol in Practice: An International Citizen Auditing Experiment in Institutional Communication and Evidence Provenance Erkan Yazargan (25061035) Administrative law Constitutional law Domestic human rights law Privacy and data rights Continuing and community education Technical, further and workplace education Citizen Development <p dir="ltr">This publication documents the practical implementation of the AAAP Protocol and Citizen Auditing through an international institutional outreach process.</p><p dir="ltr">It records the transmission of the AAAP governance proposal to parliamentary, research, information, oversight-related and other relevant institutional channels, together with the automated acknowledgements, procedural responses, jurisdictional clarifications, institutional routing instructions, endpoint changes and other communication records generated during the process.</p><p dir="ltr">The publication deliberately distinguishes between receipt, automated acknowledgement, procedural routing, substantive response and institutional adoption. An acknowledgement or routing message is not treated as evidence of institutional agreement, rejection, consideration or policy change unless such a conclusion is explicitly supported by the institution's documented response.</p><p dir="ltr">The research follows an evidence-first methodology:</p><p dir="ltr">OBSERVE → RECORD → VERIFY → PUBLISH → COMPARE</p><p dir="ltr">The resulting records constitute an operational evidence layer for studying how a citizen-generated governance methodology moves from theoretical proposal to practical institutional engagement.</p><p dir="ltr">This is a versioned research record.
