<dc:description>
The research investigates an intriguing, yet under-researched issue of how the European Commission discursively constructed Russia as the European Union’s “Other” between 2010 and 2024. Theoretically drawing on a critical constructivist paradigm and the concept of “Othering”, the study introduces a novel framework of issue-based and valence-based Othering to trace thematic and evaluative shifts over time. Methodologically, the study applies systematic content analysis to an extensive corpus of European Commission press releases concerning Russia. The findings show that construction of Russia as the EU’s Other evolved unevenly rather than through a linear progression from cooperation to hostility. Despite the geopolitical rupture of 2014, economic and energy registers proved very durable, sustaining largely neutral and technocratic framings that insulated key domains of cooperation from securitization. Only Russia’s full-scale invasion of Ukraine in 2022 collapsed this differentiated pattern, consolidating a uniformly securitised and adversarial representation of Russia. In illuminating these dynamics, the article reveals the contingent and cumulative character of Othering processes.
</dc:description>
