<dc:description>Background
Questions about what to teach and how to teach are fundamental in an applied discipline such as public administration. This article addresses these questions based on a systematic literature review of public administration education.
Methods
A systematic literature review was conducted of 102 peer-reviewed articles published between 1987 and 2021, identified through searches conducted in seven databases in English and Spanish.
Results
The findings show that research on public administration education is concentrated in English-speaking countries and is dominated by qualitative and exploratory studies. Regarding what is taught, public ethics, leadership, research, and the integration of theory and practice emerge as the main curricular themes, while decision-making, policy analysis, and applied research stand out as the most emphasized professional competencies. Regarding how it is taught, active, collaborative, and experiential pedagogies predominate.
Discussion
Overall, the review shows that public administration education has evolved in response to transformations in the discipline and the public sector, while identifying important opportunities for further research. These include expanding empirical evidence, strengthening research on the purposes of public administration education, translating curricular debates into concrete educational practices, and advancing action research and gender perspectives in the field.
</dc:description>
