<dc:description><p>BRICS enlargement creates a visible setting in which official speakers may connect institutional membership to claims about the Global South and global governance. This study asks how official Chinese English-language passages that directly link enlargement, membership change, or partner-country arrangements frame representation, development, governance reform, strategic autonomy, and openness. A re-audit of 28 supplied official pages retained 19 non-duplicative post-announcement texts, segmented into substantive paragraphs or complete official answers. A passage-level flag, enlargement_link, separates units stating a direct enlargement relationship from other passages in enlargement-focal documents, retained only for context and sensitivity analysis; broader BRICS texts provide a within-period comparison. Five non-exclusive sensitizing categories are coded under explicit semantic rules, and “reformist multilateral framing” is assessed as a five-gate second-order configuration rather than an inferred doctrine or strategy. Human-adjudicated coding of 121 eligible passages identifies 20 directly linking units across 12 documents. Open-partnership framing dominates (9/20, 45.0%) and occurs nowhere else (0/51 contextual; 0/51 broader); Global South representation follows (6/20, 30.0%); governance reform (3/20) and strategic autonomy (2/20) are less frequent; one passage specifies a development mechanism. The five-gate configuration never appears in directly linking passages; its two complete instances lack any membership link. On a blinded 31-unit sample, raw intercoder agreement was 0.968–1.000 and Cohen's κ 0.890–1.000. A pre-announcement benchmark tests verified prior presence only. The findings support bounded recalibration—from prospective access to realized membership and partner-country institutionalization—rather than a new doctrine.</p></dc:description>
