          <dc:description>&lt;p dir="ltr"&gt;&lt;b&gt;Abstract&lt;/b&gt;&lt;/p&gt;&lt;p dir="ltr"&gt;Higher education institutions (HEIs) have developed policies, ethical guidance, instructional practices, and training initiatives in response to generative artificial intelligence (GenAI). Yet, these responses are often developed separately, limiting the coordination of institutional responsibilities and the translation of principles into practice. This study addresses this fragmentation by developing an artifact for responsible GenAI integration in higher education. The artifact, informed by Design Science Research (DSR), comprises three functionally connected components: the 4D-GenAI Systemic Governance Model, the Implementation Pathways, and the AIED Diagnostic Matrix. The Systemic Governance Model connects four domains: artificial intelligence in education (AIED), ethics, policy, and training. Together, the three components address what institutions need to coordinate, how this coordination can be translated into practice, and where further development may be needed. The artifact was formatively evaluated by four experts, whose quantitative ratings and qualitative feedback informed its refinement. The artifact proposes that responsible institutional GenAI integration requires coordinated attention across these four domains rather than separate goals or interventions. Although the artifact provides conceptual, operational, and diagnostic support for institutional GenAI governance, it has not yet been applied under authentic institutional conditions. Future research should apply, evaluate, and refine the artifact in higher education settings.&lt;/p&gt;</dc:description>
