<dc:description>
Water allocation data were generated with the Water Allocation Model (WAM) for the Yeongsan-Seomjin River basin from 1966 to 2022. WAM couples WRF-Hydro v5.2 for natural flow simulation with MODSIM, which formulates water allocation as a minimum-cost network flow problem in which link costs act as priorities among demand nodes. Because observed natural flow is insufficient for the 251 standard watershed outlets required by MODSIM, natural flow was generated by WRF-Hydro calibrated for seven sub-basins (NSE 0.52–0.85). The MODSIM network was built at the standard watershed scale based on the network of the 1st National Water Management Plan, with municipal, industrial, and agricultural uses as demand nodes and instream flow as non-consumptive demand nodes. The simulation was run at a 5-day time step, and the resulting supply and demand were aggregated to mid-sized watersheds and annual values for index computation.

</dc:description>
