The county-level panel data for 2003–2017 were compiled by the authors from municipal and provincial statistical yearbooks issued by the National Bureau of Statistics of China and the statistics bureaus of Chongqing Municipality and the provinces of Sichuan, Hubei, Guizhou, Hunan, and Shaanxi. The Chongqing experimental-group data were drawn from the Chongqing Statistical Yearbook and district/county yearbook chapters, while the control-group data were drawn from the statistical yearbooks of the prefecture-level cities in the five adjoining provinces whose jurisdictions cover the 107 neighboring counties.
