<dc:description><p>Coordinated water-energy governance requires more than identifying where water or energy is directly consumed. In the Yangtze River Economic Belt (YREB), direct resource use is connected to downstream construction, manufacturing and services through interprovincial supply chains, yet the transmission from direct sources to final-demand responsibility remains insufficiently characterized. Using a 2015 environmentally extended multiregional input-output framework, energy-for-water (EFW) and water-for-energy (WFE) responsibilities were quantified across 11 YREB provinces and 23 sectors. Responsibility allocation was integrated with regional and sectoral comparison, production-layer decomposition, structural path analysis, converter centrality and joint province-sector priority screening. Direct EFW was concentrated in water supply, whereas direct WFE was concentrated in electricity and heat production. After allocation to final demand, both responsibilities shifted towards construction, services, metal and non-metal products, and chemicals. Regional profiles also differed in the relative orientation of EFW and WFE. EFW was transmitted through shorter supply chains, with the first three production layers accounting for 78.6% of the total, compared with 62.1% for WFE. Structural paths confirmed that WFE was distributed across a wider set of multi-stage electricity-material-construction and electricity-service linkages. Metal and non-metal products and chemicals were prominent converter sectors in both directions, while Jiangsu metal and non-metal products had the highest joint priority score. These results show that water-energy responsibility is shaped by supply-chain position as well as direct resource use. Coordinated management can therefore be directed towards province-sector nodes that connect upstream resource systems with downstream demand.</p></dc:description>
