It also includes <b>5,197 procurement records</b>, quality-control documentation, source coverage information, a complete data dictionary, and <b>20,807 unmatched project-year records</b> retained separately for transparency and reproducibility.</p><p dir="ltr">The principal sources are official Peruvian administrative data from the <b>Ministry of Economy and Finance (MEF), Invierte.pe / Banco de Inversiones</b>, together with complementary public procurement information from <b>OECE/SEACE</b> where available.</p><p dir="ltr">The dataset includes project characteristics, geographic and institutional information, investment costs, budget and expenditure variables, execution indicators, temporal information, and data-quality flags. The project-year panel is restricted to <b>2015–2025</b>. The project-level master table is a reference snapshot of the broader Invierte.pe project universe and may therefore contain projects registered outside the panel period.</p><p dir="ltr">The variable <code>official_stalled_flag</code> is coded as <b>1 only when explicit official evidence of project suspension or stalling is available</b>. Missing or unverified cases are retained as <code>NA</code> / <code>Not_verified</code> and must not be interpreted as confirmed non-stalled projects.</p><p dir="ltr">Procurement records for which no reliable project identifier could be established are retained as unlinked records rather than being matched through uncertain name similarity.
