Cross-country annual comparisons require harmonized definitions of countries, years, and indicators. This article presents an open science readiness index dataset covering 193 United Nations Member States from 2014 to 2024. The dataset integrates bibliometric data, research data infrastructure, policy and legal environments, research integrity, and human development data. It provides input data, intermediate data, standardized scores for the three dimensions of open access, open data, and open science policy, and the composite OSRI score. Data completeness checks and verification of the calculations confirmed that the released values were consistent with the calculation rules. Alternative-weight analyses showed high stability in the rankings of the records.
