<dc:description>This paper argues that by interpreting the legal definitions of a refugee according to specific refugee situations, the criteria of the accepted international enactments are too narrow to encompass every refugee situation and are therefore unable to help countries make their own adjustments. Specifically, it claims that the history and thought behind the 1951 Convention is inaapplicable to the refugee problem in Africa.</dc:description>
