<dc:description>This publication presents an assessment of experiences gained with the Community Participation Training Programme which UN-HABITAT has been running since 1984. Within this programme, there are stimulating examples of effective and practical cooperation between the public sector and poor urban communities. It was found that non-formal methods of training on technical and organizational issues of shelter development are appropriate tools in bringing about enhanced capacities by local governments and community organizations to implement shelter programmes. Furthermore, it was demonstrated that, with an organized effort, commitment and open exchange of ideas, at both policy and community levels, progress can be made towards the goal of sustainable development of human settlements.</dc:description>
