<dc:description>This paper discusses issues related to refugee women, arguing that improvements to responses can be achieved through a refocusing of current resources rather than an augmentation of additional funding or staffing levels. The paper is organized in sections relating to the stages of planning and implementation of refugee assistance: preparation phase, emergency relief phase, long term care and maintenance, local settlement, and repatriation. It concludes by suggesting an enhanced leadership role by UNHCR in the international arena.</dc:description>
