          <dc:description>The objective of this paper is to review country experiences in mitigating famines. The best way of dealing with famines is to prevent them. The causes of famine and the responses of people to them are reviewed, referring to the distinction between reversible, coping strategies and irreversible adaptations. Responses by people to declining access to food are important because mitigation activities should aim to support these responses, as well as use them judiciously to understand the nature and severity of the food crisis.</dc:description>
