<dc:description>This paper looks at refugee repatriation in Afghanistan to explore the relationship between humanitarian assistance and peace, finding that aid on its own is able to do little to promote peace where the political will to find solutions is lacking. The research demonstrates that programmes designed to promote refugee return and provide aid to so-called 'zones of tranquillity' tend to be used by belligerents to support their own political and military aims. The report concludes with analysis of the role of humanitarian aid in supporting the peace process.</dc:description>
