<dc:description>This paper discusses how capacity-building is (or is not) working and contributing to strengthening civil institutions in South Sudan. But it is also concerned with the other effects of aid, and the ways it is refracted when it beams from the institution-rich medium of donor countries into an environment of institutional (as well as human) impoverishment. Its operations are radically conditioned by the social environment. And in a place like South Sudan, aid, being chronic, becomes an important civil institution in itself.</dc:description>
