<dc:description>The 1994 UNICEF Executive Board mandated the Office of Emergency Programmes to undertake a review of its policies and strategies as part of its contribution to the development of a new agency wide mission statement. In response to this a process of consultations have been taking place between the Emergency Office and internal and external partners. The workshop on Rethinking Strategies and Response to Systemic Crises was designed to widen the context of these discussions, by also providing an opportunity to review some of the new thinking and analysis that has been taking place on the causes and characteristics of complex emergencies and essentially review what implications these had on the development of a new vision and strategy for UNICEF's response to them... In these proceedings is a summary of the main issues from the reports and discussion papers presented at the workshop and alongside them the major observations, comments and recommendations from the participants.</dc:description>
