It entered into force on 22 April 1954. The Protocol relating to the Status of Refugees was submitted to the General Assembly in 1966, signed 31 January 1967, and entered into force on 4 October 1967. This publication reproduces the texts of both instruments. It begins with an introductory note from UNHCR that highlights the most salient provisions in each. The Convention text begins on page 15; the refugee definition is set out in Article 1, while the prohibition against refoulement is provided for in Article 33.
