It considers Kosovo in its regional context, in relations to Serbia, Yugoslavia, Albania and the entire Balkans region. Further, the report examines early diplomatic attempts to stop the fighting and analyzes the relative merits of the solutions on offer, ranging from maintaining the status quo to full independence.
