<dc:description>This report examines the evolution of the concept of coherence - integrating humanitarian policy with foreign policy objectives of donor governments - and its implications in practice. The study focuses on two donor governments, the British and the Dutch, as well as analyzes the UN operationalization of coherence. It also looks at four mini case studies: Serbian energy in 1999, Kosovar refugees in 1999, the Afghanistan Support Group, and withdrawal of personnel in Afghanistan since 1996.</dc:description>
