<dc:description>This report asks why there has been a dramatic upswing in the number of returnees in Bosnia. It examines the ability of the international community to support minority returns, and discusses the long-term and short-term ramifications of the gap between needs and aid. The report concludes that successful international community support of refugee return is key to any exit strategy, and offers recommendations as to where the international community should act.</dc:description>
