<dc:description>This chapter discusses some of the social dynamics of camp interaction in lowland Nepal, where refugees have fled from southern Bhutan since 1990. It argues that when welfare intervention in the refugee camps focuses primarily on adults and seeks to identify vulnerable individuals or 'victims' for counselling, it overlooks the significant support role played by children, whose presumed position of vulnerability contributes to their being seen but not heard.</dc:description>
