<dc:description>This paper is concerned with the nature of protection, and the practice of its provision, and it uses the Takhta Bazar situation as a case study to demonstrate how these issues manifested themselves and were handled in one specific instance. The Takhta Bazar operation, being an emergency outflow in a tense region, was very much shaped by protection needs and responses. It was discrete and timebounded, and its phases of escape, asylum-seeking and repatriation encapsulate the life-cycle of a textbook forced migration situation. The size and the troubled context of the operation bring to light the way in which UNHCR emerged as both a vital guarantor and a marginal actor in seeking to fulfil its 'obligatory not discretionary, functions of providing international protection to, and seeking permanent solutions for the problem of refugees,' in other words, 'ensuring the safety of refugees' (UNHCR 1998a:11).</dc:description>
