<dc:description>This study will document the successful attempts, in 1991 and 1993, to negotiate humanitarian access to both sides of the battle lines in Angola. It will consider the nature of the negotiations, agreements reached, and the degree of success with which they were implemented. In the light of lessons learned from these two preceding phases, the study will then consider the present period, when attempts to negotiate access have reached an impasse, despite the enormous and urgent need for humanitarian intervention nationwide.</dc:description>
