<dc:description>This report looks at the daunting task of reconstruction in the Democratic Republic of Congo (DRC) for new president Joseph Kabila, where, after two regional wars and 34 years of mismanagement, little remains of the Congolese state. The report argues that institutional change is required, as well as a Congolese Dialogue and a transition government with a mandate to organize rapid elections. The international community must therefore remain involved, maintaining strict conditions over assistance to the Kabila government.</dc:description>
