          <dc:description>This appeal attempts to document the major humanitarian crisis facing Ethiopia [in 2002] and one that is a consequence of a widespread and serious drought. It identifies 11.3 million people needing more than 1.4 million metric tons of food assistance and an additional 3 million who need to be closely monitored. This brings the total population at risk to 14.3 million. With 20 percept population at risk, 2003 could become a crisis of similar magnitude than that of 1984. Nevertheless, famine can be averted. Better early warning, informed Government action and adequate support from donor, UN and NGO partners have led to a strategic join effort so far. Its continuation should minimize the impact of drought in 2003. However, there will be a need for substantial increases in availability of resources and delivery capacity in anticipation of the peak period March-May to ensure coverage needs until the next harvest.</dc:description>
