<dc:description>This paper is the outcome of a semester-long exploration of national institutional capacities for managing disaster risks and responses, with particular focus on the national institutions of Ethiopia. It is primarily intended for those working with and within the Government of Afghanistan as that country strives to build effective disaster management institutions. The concept of 'humanitarian governance' is introduced and explored in this paper as an organizing framework through which to consider the combined institutions, policies and processes that inform a country's understanding, response and prevention of disasters.<p></p></dc:description>
