          <dc:description>This article investigates the overlapping institutional and operational mandate of the UNHCR and ICRC with regard to IDP protection, and asks whether that 'gap' in protection has been adequately addressed. Notably, international refugee law and international humanitarian law were originally directed at situations of inter-state conflicts and towards trans-border population movements. This article argues that the previous paradigm cannot accommodate the fact that there are displaced vulnerable people trapped in internal armed conflict situations who need protection.</dc:description>
