<dc:description>This report looks at the isolation of Turkmenistan, resulting from the increasingly authoritarian and idiosyncratic policies of President Saparmurat Niyazov. It argues that there are five main sources of conflict that could, if not dealt with properly, accelerate Turkmenistan's disintegration: the underground political struggle within the country, serious economic problems, the increasing weakness of the state, the destruction of society, and the clan and ethnic divide. The report concludes by stating that engagement with Turkmen society is crucial, but regime change and a managed transition should be the goal.</dc:description>
