          <dc:description>This is an independent study of donor behavior in financing humanitarian action in today's tumultuous world. It draws on more than 300 interviews, conducted between May 2002 and February 2003, of eleven bilateral agencies and eight multilateral agencies in Bern, Bonn, Brussels, Canberra, Dublin, Geneva, The Hague, London, Rome, Stockholm, New York, Ottawa and Washington. These discussions were complemented with field interviews of these and other donor agencies in three humanitarian emergency situations: Afghanistan, Sierra Leone, and East Timor.</dc:description>
