Where there is no Information: Implementing IDP Vulnerability Assessments in Sri Lanka's 'Non-State Actor' Areas Forced Migration Online (24276783) Migration, asylum and refugee law FORCED MIGRATION ONLINE INTERNALLY DISPLACED PERSONS INTERNAL DISPLACEMENT PROTECTION This paper (presented at CEPA Poverty and Social Conflict international conference, Sri Lanka, 2003) introduces an innovative approach to measuring the protection and assistance needs of internally displaced people (IDP) in data-scarce environments. Drawing on the experience of a vulnerability assessment of IDPs in Sri Lanka, it outlines eight key variables that rank and prioritise risks and vulnerabilities amongst IDP populations.
