<dc:description>This report looks at the crisis in the Congolese capital Bukavu in 2004 to highlight the fact that peace-building in North and South Kivu remains an urgent priority. Though the Congo is in transition from war to what is intended to become a reunified polity legitimized by democratic elections, the report argues that the process has not yet reached the crucial stage at which all concerned have concluded that the benefits of peace outweigh the illusory gains of further fighting. The report also scrutinizes Rwandan involvement in the Congo.</dc:description>
