<dc:description>This report suggests steps forward to widen a peace process between India and Pakistan over Kashmir and how to make it more sustainable. Many suggestions are made throughout the paper on how to structure the current attempts toward peace in a way that makes them more durable and less prone to disruption by extremists or violence, and how to improve the lives of Kashmiris. Five forms of dialogue will be needed to work toward a lasting peace: dialogue on normalization of relations; dialogue with Kashmir; dialogue within each country; dialogue within Kashmir; and dialogue across the Line of Control (LoC).</dc:description>
