          <dc:description>This paper examines the Government of Uganda's local settlement policy which requires refugees to live in formal camps, and examines its implications for refugees' livelihoods and their enjoyment of their legal rights in Uganda. Based on field research in Arua and Moyo districts, its findings explore the relative positions of refugees residing in settlements as well as those who have left or avoided the settlement system altogether. In legal, political, and economic terms, and considering the developmental and protection consequences of the settlement policy in relation to the Self-Reliance Strategy (SRS), its findings raise questions regarding the extent to which the local settlement model ensures the political (security) and socio-economic (development) needs of refugees and their host communities.</dc:description>
