          <dc:description>When the Tsunami struck in late 2004 devastating a number of Asian countries humanitarian agencies were compelled to look at their mandates and approaches to emergency relief interventions. A leading agency that undertook this introspection, while addressing the needs on the ground, was the United Nations High Commissioner for Refugees (UNHCR). This independent paper, commissioned by the office, is the product of a dedicated panel discussion that took place at the International Association for the Study of Forced Migration (IASFM) conference in Brazil, 2005, in the aftermath of the Tsunami, and a series of consultations with experts to look at the evolving refugee-IDP regime and their implications on the agency mandate. The researcher explored a number of areas at global and country level highlighting pertinent issues, presenting an argument for a review of the existing mandate.</dc:description>
