<dc:description>On 14 June 2005, COMPAS, Oxfam and the Refugee Studies Centre brought together a group of scholars, NGOs and policy-makers working in the asylum field to consider what was happening to asylum, whether a 'new paradigm' was emerging, and if so, what this meant for refugees and other migrants. This report considers what the range of proposals and initiatives that have emerged in recent years amount to in practice, and what are their political, legal and human implications. The report includes a 'Participants List' (Appendix 1); 'Record of the discussion at the workshop' (Appendix 2); and 'EC and EU member state funded UNHCR 'protection in the regions' projects in third countries' (Appendix 3).</dc:description>
