          <dc:description>Most contemporary states adopt an 'exclusive' set of territorial practices, involving the seclusion or expulsion of people, objects and ideas from a unitary jurisdiction. Recent 'macro-histories' of the international system collectively suggest that this set of practices may be historically peculiar. International Organization has been the principal journal supporting this ongoing effort to identify the different territorial practices that prevailed at earlier moments in European history, and to define the causes of the shift towards the contemporary exclusive norm. This paper attempts to improve on this literature by filling some of the gaps in Hendrik Spruyt's account of the late medieval Italian preference for a 'fragmented' strategy of rule.</dc:description>
