This is a subject that appeared to stagnate in the late 1990's, after the appointment of the Special Representative of the Secretary General on Internally Displaced Persons, the formulation of the Guiding Principles on Internal Displacement in 1998 and the consequent establishment of the Inter-Agency Committee on Internally Displaced Persons... The paper first highlights the historical commitment of the AU to addressing the problem of internal displacement in Africa. It then indicates the lacunae in the protection and assistance of internally displaced persons in Africa.
