          <dc:description>This RSC working paper examines the 'liberal paradox' - the theoretical contradictions between state sovereignty and human rights commitments which become expressed in the paradoxical asylum procedures of liberal democracies - and attempts to weaken it on several grounds. The author argues that there is no necessary tension between democracy and liberalism in the context of asylum; that state's sovereign right to control entry is quite compatible with its obligation to protect aliens within its territory; that British asylum policy is quite consistent and does not manifest the existence of the liberal paradox. The paper is divided into the following sections 'Framing the liberal paradox', 'Political sovereignty and alien rights', 'Legal sovereignty and alien rights', 'Explaining the government asylum policies', followed by conclusion.</dc:description>
