          <dc:description>In early 2006, the World Bank's Global Economic Prospects 2006 considered the economic implications of migration and remittances for poverty alleviation in Africa and elsewhere. Since then, migration and development have served as primary themes in conferences, workshops, and policy debates in Europe, North America, and elsewhere. This article surveys a number of the primary problems in this engagement between Europe and Africa on migration. It begins with a critical review of the origins of this discourse which suggests that the interests of African migrants are unlikely to be reflected in resulting policy frameworks.</dc:description>
