<dc:description>This article examines how American Indians have been forcibly displaced and continue to be displaced because of longstanding US government policy. It analyses the concepts of forced migration and displacement in the context of the American Indian, arguing that it may be more illustrative of the condition of the American Indians to refer to them in some contexts as 'Internally Displaced Persons.' The article ends by discussing the legal quagmire that has resulted from Cobell, its attempt at justice, and the attempt by the Attorney General over successive administrations to block the Cobell decision.</dc:description>
