<dc:description>This RSC working paper examines the increasing significance of international organisations (IOs) in world affairs and their ability to act autonomously and/or independently in situations of global importance; how they pursue their own interests and how they demonstrate autonomy. Specifically, this working paper takes an analytical and empirical approach to assessing how one international organisation, the UNHCR, has demonstrated autonomy. This study offers a conceptual framework through which the UNHCR's operations in the post-Cold War context and Kosovo will be examined. The intention is to broaden the understanding of how humanitarian IOs can shape decisions and affect outcomes within the constraints of the structures in which they are embedded.</dc:description>
