          <dc:description>This paper questions the legality of long-term encampment on the grounds that it denies refugees' basic human rights in an arbitrary and discriminatory way, and is therefore inconsistent with international human rights law. Although there were some clear conditions where encampment makes sense, such conditions rarely justify rights restrictions after extended periods of time from a moral or legal standpoint.</dc:description>
